Air Navigation Service Providers (ANSPs) charge Airlines the cost of services like Air traffic control provided in their Airspace and/or Airport. Overall user charges for ANSP and Airport share 15-16% of the overall cost of air transport. In order to promote effective dialogue for cost efficiency with the ANSPs in monopolistic status, IATA promotes the adoption of fair and equitable charging practices, in coordination with airline members.

Safety, Efficiency & Transparency
Given the monopolistic nature of ANSP services, charges need to be regulated and surveilled in order to avoid inconsistent methodologies, unfair or discriminatory practices, lack of transparency, and other instances of unfair pricing.
The result is a justified and transparent charging system which would constitute a safer, more efficient, and flexible ATM system that not only sustains airlines daily operations and short-term planning, but will also enhances the long-term strategic vision of the airlines and their partners.
ICAO Guidelines and International Campaigns
The ICAO guidelines follow principles of transparency, consultation, efficiency, and productivity in establishing the need for an equitable charges structure. They also help ANSPs align their development plans with airline needs and expected air traffic demands.
Under the ICAO regulating framework, IATA conducts international consultations with Agencies, Institutions, and representative organizations in order to assure that current and planned ANS charges are based on ICAO recommendations and principles.
Stakeholder engagement
IATA works globally with airlines, other organizations, airport and air navigation service providers, and the International Civil Aviation Organization (ICAO) to promote cost effective environmentally responsible improvements to the global Air Traffic Management environment.
IATA drives long-term improvements in cost efficiencies on behalf of its member airlines in air traffic control charges. Securing a commitment to greater efficiency from all industry partners will ensure a sustainable future.
